Building a clean institutional buffer required an independent vetting body. The National Institute of Standards and Technology (NIST) established a dedicated selection committee comprising senior technologists and institutional leaders to recruit the inaugural board.

On October 11, 2023, the committee unveiled the founding Board of Trustees for Natcast. The roster reflected an explicit attempt to bridge corporate governance, academic rigor, and advanced research management:

  • Robin Abrams, former chief executive at Palm Computing and senior executive across prominent hardware manufacturers, brought operational scale.
  • Nicholas Donofrio, an IBM veteran with more than four decades of experience directing enterprise systems and silicon architectures.
  • Donna Dubinsky, a central figure in early handheld computing at Palm and Handspring, and later co-founder of machine intelligence firm Numenta.
  • Erica Fuchs, professor of engineering and public policy at Carnegie Mellon University, who authored foundational work on manufacturing ecosystems and national science strategy.

The committee designed this group to recruit an executive staff, draft intellectual property rules for participating corporations, and handle $5 billion in direct NSTC program commitments. By insulating the board from daily political interference, NIST intended to prevent the organization from devolving into a localized political pork-barrel.
