The quest does not activate right out of the Colter snowdrifts. Arthur Morgan must first establish the camp at Horseshoe Overlook and rescue Sean MacGuire during the Chapter 2 mission "The First Shall Be Last." Once that mission marker clears, an unnamed older man carrying binoculars, a satchel, and a nervous demeanor enters the ambient event pool. He perches near high ridges, muttering to himself about secret riches while studying a worn piece of parchment.
Approaching him ignites a volatile script. If Arthur saunters over peacefully, the man hurriedly shoves the parchment into his coat, babbles defensively, and mounts his horse to flee. You cannot buy the document from him across a friendly conversation. Securing the prize requires direct, decisive aggression before his horse hits a gallop.
